Eligibility and Criteria
Minimum Eligibility for Submission
- The following minimum criteria must be met in order for a development to be eligible for the Jack Kemp Awards program:
- Owner: The owner/developer is a private for-profit or not-for-profit business entity, or housing authority.
- Location: The development is located in the United States.
- Affordability: All or a portion of the project must serve households at or below 120% of area median income (AMI).
- Completion status: The development must be substantially complete by time of application. Please note: Jurors appreciate proof of concept, so even better if there have been residents living in the community for a period of time.

Evaluation Factors
In addition to the minimum eligibility requirements, the jurors will focus on the following factors in selecting finalists and winners for the award:
- Mixed-Income Housing and Communities: Degree to which the development creates mixed-income housing or contributes to the creation of mixed-income communities through development or preservation of affordable or workforce housing. For example, developments may include preserving or developing affordable, workforce, or mixed-income housing in-
- Areas with increasing rents and/or other indicators of impending or worsening affordable housing needs;
- Areas with demonstrably high quality education, employment, and/or transportation options; or
- A distressed area as a component of a broader community revitalization plan
- Community Impact: Degree to which the project has met its affordability goals. While developments that are substantially or recently complete will be considered, a project will stand out to the jury when they can see the impact on the surrounding neighborhood and residents. For example,
- If there is a retail component, has it been leased?
- If there are amenities or social services attached to the building, are they being utilized?
- Did the project have some other positive impact on the community, e.g. did its spur growth or revitalization?
- Innovation: Degree to which the financing, design, technologies, and/or regulatory/policy support reflects innovations that increase affordability, reduce costs, and/or gain project approvals. For example:
- Sustainability and/or design features that reduce water waste, improve energy efficiency, or enhance the project’s resiliency;
- Financing that goes beyond using 4% and 9% tax credits;
- Partnerships or regulatory changes that were adopted to streamline approval processes and/or cut down on administrative costs
- Replicability: Degree to which the development can plausibly serve as a model for other developers.
