This three-hour analysis of a specific challenge begins with a sponsor-led brief overview that complements the briefing materials on the challenge. After panelists engage in preliminary deliberations, the session concludes with recommendations for consideration by the sponsor. Deliverables include an audio recording of the session and an optional summary memo synthesizing findings.

This eight-hour offering builds on the three-hour program and includes an additional working session as well as an opportunity to engage on a limited scale with area stakeholders. After engaging with the sponsor and stakeholders, panelists deliberate both with the sponsor and among themselves in order to develop strategic recommendations. Deliverables include an audio recording of the session and an optional summary memo synthesizing findings.

Delta, Colorado (December 2020)
The city of Delta requested a Project Analysis Session seeking guidance to create a future development framework that can guide the development of riverfront properties. The Gunnison River runs through this city in Western Colorado.
The expert panel provided initial thoughts for a development plan, and how the properties could support broader city and regional goals.
Hammond, Indiana (September 2020)
The city of Hammond engaged ULI’s Advisory Services looking for innovative solutions to spur downtown economic development. The session experts were tasked with providing an initial assessment of repurposing downtown properties, investigating financial tools and resources available to the city, and evaluating retail potential in the downtown.
This virtual Project Analysis Session will be followed by an Advisory Services Panel at a later date.
Rochester, New York (August 2020)
The city of Rochester requested a Project Analysis Session seeking guidance to help catalyze and accelerate development in the Bull’s Head neighborhood, a largely African American retail area located several miles west from downtown. The expert panel provided initial thoughts for a development plan, how to form partnerships with the adjacent institutional uses and how to revitalize and re-tenant existing retail. Working off of the city’s current Bulls Head Revitalization Project, the PAS helped focus the city’s attention on what market-rate uses could be most beneficial in stimulating the redevelopment process and how existing residents, land owners and businesses can participate in the rebirth of this important and historical neighborhood.
This PAS will act as a precursor for a more in-depth engagement at a later date.
Brampton, Ontario (June 2020)
Brampton sought a project analysis session regarding its Riverwalk, where the city aims to incorporate placemaking and public realm improvements with resilience strategies to mitigate flood risk and revitalize downtown Brampton. As a growing and diverse city outside Toronto, Brampton is looking to densify, urbanize, and grow sustainably.
The city asked the panelists for recommendations on how to maximize the impact of the Riverwalk on downtown revitalization and urbanization; how to stimulate development and governance, taking into account COVID-19; and what would constitute the recommended resilience, programming, and placemaking features.
